When paying for a hosted web site, regardless of how much traffic your site gets, you still pay. Which means that although you may have a huge allowance for traffic, if your site only gets a few hits, it's money wasted EVERY MONTH. You have to pay just to have the site online.

But with PBV you only pay for visits to your protected pages. If selling goods online, that traffic usually means sales. So with PBV you are only paying charges proportionate to your sales. On the low end of the online business scale, many people use their free web site (the one that comes with their email account). But most free services do not allow uploading of files other than common html/images.

By using PBV you get the best of both worlds. The prepaid views do not expire until someone actually visits your pages and your investment can last forever until used.
