My host says cgi's can be run without a cgi-bin that they don't provide as default. They say I can create the cgi-bin and it'll work. Will Link protect work in this case? .

Yes. But you need to ensure that your cgi-bin has execute permissions. Check with your webmaster because he controls those permissions.
